Why can't i buy a wisp at the 1st lv?

I saw some reps and read the guide of HighestIncome. And notice that they can buy a wisp at the 1st lv. In my all games, it requires to get a 350 value for buying the wisp and 600 value for upgrading lumberjack and 1200 value for the second upgrade. Can s.o tell me why and how to fix it

To fix it play with a host that doesn't use the game-ruining mode limited income.

Thansks for replying me. I'll  host a game and test it .

I hosted a game and just only typed -hp and picked Prophet. Everything's just the same .
P/S: mode -hp includes -li mode
